In this topic, we have sought to explain the advisory role of the State Council as a procedure that precedes the taking of an administrative decision, given its great importance. Consultation serves the interests of the administration and the individual by ensuring that the decision is made soundly across various aspects. The need arose for a specialized institution that would provide legal advice and express an opinion to the state on all the problems it faces; accordingly, the state established it to carry out this task. This reflects the correct administrative organization that most countries follow and strive to establish.
We have explained the meaning of consultation in administrative work and its types, both in terms of its subject, such as legal, administrative, and technical consultation, and in terms of its obligation, such as mandatory and optional consultation.
