Drugs have always been considered a serious scourge that threatens the security of societies and affects their stability due to their many dangers. They appear in several forms, representing different types of crimes related to drugs of various kinds and evolving forms. Because of these dangers, which continue to harm individuals and disrupt their lives, it has become necessary to confront this phenomenon and limit its spread by organizing a sound legislative system that represents an impenetrable shield against anyone who dares to commit any drug-related crime or deal with drugs in violation of the law. Therefore, in Iraq (as one of the countries that has suffered and continues to suffer from drug crimes), special legislation to combat drugs has emerged. Some of it was renewed for specific crimes, and the latest has become comprehensive in criminalizing all violations related to drugs, following a new approach that, in addition to the policy of criminalization, includes a preventive and therapeutic policy in line with the development in dealing with perpetrators of drug crimes.
